This is my old Heavy Rain Forecasting site.  My last forecast was July 10, 2000.

I am quoting my old introductory note:

Year in and year out, the Philippines is visited by heavy rains, which wreak havoc and devastation on its economy.  The sad aspect is that these rains come EVEN without the presence of typhoons.

Although we do not have radar instrumentation to guide us, the internet abounds in weather data for us to go by.  All our data will be solely and exclusively sourced from relevant internet sites.  These will include satellite images, ocean surface temperatures, wind direction, and personal estimates.  We will limit our postings to heavy rain estimates, which may cause flooding at specified areas.  We will also provide the approximate time the effect would be felt, and the estimated time duration.

For sure, our data cannot be as accurate as those derived from radar instrumentation and the like, but we know that we will be within that proverbial "ball park".


Beyond Cogeneration and Trigeneration

electrical power, heat, cooling, and drying facility.

Note that the use of "heat pumps" enable us to derive
more work from the fuel, than we could if we only
depended upon the conventional methods,
without the heat pumps.



I led this Stage 1 portion in 1998.

This is a US$65-million cogeneration facility. The electrical output of Stage 1 was to be 65 megawatts, and the chilling output was to be 50 megawatts at 6 degrees Celsius.

Stage 2 would have incorporated dryers for
farm produce, meat, and fish, to make use of the
exhaust energy from the heat pumps.

Preface of the President, National Power Corporation (NAPOCOR)

When I assumed office in 1978 as President and Chief Executive Officer of the NAPOCOR, one of the priorities we had to establish was a framework for managing change in the organization. 

The task of managing change was as crucial as the other missions that we had to undertake like maintaining the financial viability of the corporation and pursuing our social obligation to the population. There were a thousand and one things that had to be done at the same time. We tried to effect changes by delineating operations according to functional groups, elevating organizational units and certain managerial positions, adopting the profit center concept at Utility Operations and the matrix set-up in Engineering, etc. We had to effect and manage these changes if the organization had to respond to the challenge of its national mission. 

The NAPOCOR Strategy for Change and Development provides a culture-based framework for such changes that have been effected in NPC over the past three years. 

The foundation of the change strategy is the Filipino, both as an individual and as an element working in a synergistic fashion with his teammates in the organization. Every employee in the National Power Corporation is this human person.
